Noelle Powers is one of the earliest establishers of the modern Maryland hooping movement. Having lived and hooped for several years in the emerald city of Seattle and then relocating to the DC~B'more area, Powers assessed that many Mid-Atlantic folks could definitely use some loosening up, and the Hooping Powers Revolution was birthed!
